LOCK HAVEN – James Paul WINSLOW, 36, of Mill Hall, Pennsylvania, was charged on January 27th by Officer Bryan Burger of the Mill Hall Police Department with Unlawful Contact with a Minor, a Felony of the Third Degree; Criminal Use of a Communication Facility, a Felony of the Third Degree; Corruption of Minors, a Ferlony of the Third Degree, Indecent Exposure, a Misdemeanor of the First Degree and Indecent Assault, a Misdemeanor of the Second Degree. The victim is under the age of 16.

WINSLOW is alleged to have had inappropriate contact with a minor, that included showing the minor pornography from his cell phone and allegedly asked her to “help me with this” as he was masturbating in front of her. He then allegedly asked her to use her feet to complete his request.

WINSLOW is currently incarcerated in Clinton County Jail in lieu  of $67,000 bail.

His preliminary hearing is scheduled for Monday, Febuary 6^th at 10:00 A.M.
