News Release
November 29, 2022
Incidents:
1. Theft – Between 2:00 PM and 4:00 PM on 11-26-22 the contents of a package were stolen from the 700 block of E Bald Eagle St.
2. Theft – On 11-26-22, it was reported that a wiseman was stolen from a nativity scene in the 100 block of S Summit St.
3. Hit and Run – On 11-27-22 between 10:15 AM and 12:00 PM, a hit and run occurred in the 900 block of Bellefonte Ave. The driver of a white box truck, hit a fence and pole then left the scene.
Offenses Charged:
1. Tanner Helms, 23, Bellefonte, has been cited with Public Drunkenness. On 11-24-22 at 3:11 AM, Helms was found on E Main St highly intoxicated and believed he was in Bloomsburg.
2. On 11-21-22 at 5:11 PM, five people engaged in an incident where they screamed at each other across a public street for nine minutes. The following people are being cited for disorderly conduct:
- 17-year-old female
- Renee Bilbay, 37, Lock Haven
- Robert Bilbay, 38, Lock Haven
- Heather Barker, 41, Lock Haven
- Shawn Harter, 36, Lock Haven
3. Terry Butler, 47, Lock Haven, has been charged with Criminal Mischief (F3) and Resisting Arrest. On 11-11-22 at 7:20 PM, Butler threw items off a second story porch causing over $5000 in damage to the items. As Butler was being taken into custody, he resisted arrest. Butler was arraigned in front of MDJ Maggs and given $2500 bail. Butler posted bail and has been released.
4. On 11-25-22 at 7:07 PM, officers were dispatched to the 300 block of N Henderson St for a disturbance. Upon arrival, officers found Alan Confer, 42, Mill Hall, with a stab wound to the chest. It was found through the investigation that Confer had engaged in a confrontation with another individual and was hitting the person in the head with a metal pipe. That individual brandished a knife in self-defense and Confer was cut in the chest. Confer has been charged with Aggravated Assault and Simple Assault. Confer was arraigned in front of MDJ Kibler and given $25,000 unsecured bail.
