Offenses Charged:

1. Brandy Hubbard, 45, Loganton, and Tyler Conway, 38, Lock Haven were arrested for Retail Theft and Receiving Stolen Property. On June 22, 2023, Hubbard and Conway took multiple items from Weis Markets in Lock Haven without paying for them. The total amount of the items taken was $138.37.
2. Avery Drake, 25, State College, Ryan Flowers, 22, Lock Haven, and Darien Lee-Pippinger, 22, Easton, were all arrested for Simple Assault and Disorderly Conduct. On July 15, 2023 at approximately 11:17pm, Drake, Flowers and Lee-Pippinger, assaulted the victim at the Fallon Hotel, by punching him in the face the throat multiple times. This cause the victim to have a fractured tooth.
3. Charles Pease, 53, Lock Haven, was arrested for False Alarms to Agencies of Public Safety. On August 14, 2023, Pease called police stating that he was going to start killing people, causing multiple agencies to be dispatched to the scene. Pease was intoxicated and had gotten into an argument with another individual.
4. Horace Staton Jr, 48, Lock Haven, was arrested for False Imprisonment and Harassment. On August 17, 2023, Staton during an argument with the victim, pushed her then locked the victim in a bedroom by tying a cord around the doorknob and attaching the other end to a closet door. Staton also placed several heavy objects in front of the door.
5. Braeden Sorensen, 20, Ephrata, PA, was cited for attempting to use a fake ID to purchase tobacco while being under 21 years old.
6. Sheldon Knepp, 22, Renovo, was arrested for Stalking. On August 27, 2023, between 1:30pm and 7pm, Knepp was outside the victim’s place of employment for approximately one and a half hours then showed up at the victim’s house uninvited.
7. Calvin Spann, 55, Lock Haven, was arrested for violation of a Protection from Abuse Order. Spann text messaged the protected party of the PFA multiple times between August 24, 2023, and August 27, 2023, in violation of the order.
8. A 16-year-old male was Recklessly Endangering Another Person, Propulsion of Missiles onto Roadways, an ordinance violation, and a violation of State Game laws. On August 24, 2023, at approximately 2:54pm, the male shot two arrows from a compound bow at geese that were inside Taggart Park. When he shot the arrows, it was in the direction of E. Park St.
9. Jodi Cisowski, 38, Lock Haven, was arrested for Endangering the Welfare of Children, Intimidation of Witnesses, and Simple Assault. On August 25, 2023, at approximately 4:06am, officers were called to a domestic dispute. Upon arrival, Cisowski came downstairs, grabbed the caller, being a 9-year-old, by the hair, shaking the child’s head and began yelling at her for calling the police.
10. Kelby Kinley, 31, Jersey Shore, was arrested for DUI. On August 26, 2023, at 9:38pm, officers responded to a motor vehicle accident with injuries. During the course of the accident investigation, Kinley was determined to be the driver and was found to have been intoxicated.
11. Michael Piccola, 29, Philadelphia, was arrested for Resisting Arrest and Evading Arrest or Detention on Foot. On August 31, 2023, a Sheriff’s deputy attempted to take Piccola into custody on a warrant when Piccola pushed the deputy to the ground and ran. Piccola was taken into custody outside of the Piper Building.
12. A 13-year-old male was cited for harassment and Disorder Conduct for repeatedly punching the victim while in the area of the Regatta on September 3, 2023.
13. Ayanna Young, 23, Kalamazoo, MI, was arrested for Aggravated Assault, Defiant Trespass, and Disorderly Conduct. On September 11, 2023, at 11:35pm, Young refused to leave Hangar 9 after being told by staff and officers to leave the establishment. Young then refused to be taken into custody. Once in custody, Young spit in an officer’s face twice.
