Incidents:
1. Criminal Mischief – On 10-14-22, it was reported that the glass was damaged in a little library in 300 block of S Summit St.
Offenses Charged:
1. Ralph Confair Sr, 55, Lock Haven, is being charged with Terroristic Threats. On 09-12-22, Confair threatened probation officers who went to Confair’s residence.
2. Stephanie Gharet, 43, Lock Haven, has been charged with Disorderly Conduct and Public Drunkenness. On 10-09-22, Gharet was at UPMC Lock Haven under the influence of alcohol and causing a disturbance.
3. James Smalley, 77, Lock Haven, is being cited with the City Ordinance for failing to keep a dog on the leash.
4. William Ross, 71, Renovo, has been charged Bad Checks for writing two checks that were returned non-sufficient funds.
5. Stavros Lawson, 19, Lock Haven, has been charged with Strangulation, Simple Assault, and Harassment. On 10-17-22, Lawson got into an altercation during which he strangled and struck the victim. Lawson was immediately taken into custody and arraigned. Lawson was given $20,000 monetary bail and remains in the Clinton County Correctional Facility, unable to post bail.
