News Release
April 18, 2022
Incidents:
1. Hit and Run – On 04-15-22, it was reported that a fence was hit and damaged surrounded the property of American Color and Chemical on E Park St.
2. Criminal Mischief – On 04-15-22, it was reported that a rock was thrown at a shed causing damage to the shed in the 100 block of Mill St.
3. Criminal Mischief – On 04-15-22, it was reported that a rock was thrown through a window in the 10 block of Williamson Heights.
Arrests:
1. James Richard Spicer, 31, Lock Haven, is being cited with Accidents Involving Damage to Unattended Vehicle or Property and Required Financial Responsibility following an incident that occurred on 04-10-22. While in the parking lot of 335 Center St, Spicer backed his vehicle into a motorized scooter and a concrete wall causing damage to both, then fled the scene without notifying the owners or police.
2. William Benfield, 27, Woolrich, has been charged with Accidents Involving Damage to Attended Vehicle or Property, Driving Without a License, and several other summary traffic violations after an incident that occurred on 04-01-22. Benfield was operating a motor vehicle and struck an occupied vehicle on Bellefonte Ave. Benfield then fled the scene.
3. Robert Albert Riley Jr, 46, Lock Haven, has been charged with Failure to Comply with Registration of Sexual Offender. On 04-06-22, Riley was taken into custody on an outstanding warrant, and it was found that Riley was living at an address that he was not registered to live at. Riley was taken into custody and bail was set at $250,000. Riley remains in the Clinton County Correctional Facility.
4. Lashae Tate, 32, Erie, has been charged with False Reports to Law Enforcement Authorities (2 counts), and False Reports of Child Abuse. An arrest warrant was obtained for Tate who turned herself in to LHPD on 04-08-22.
5. Devon Jarrett Bushor, 21, Lock Haven, has been charged with the following:
Rape
Sexual Assault
Aggravated Indecent Assault (2 counts)
Indecent Assault (2 counts)
On 01-31-22, LHPD received information from the victim about the incident which occurred on 11-01-19 to 11-02-19 at 233 W Church St. The victim reported she was intoxicated when she arrived at the residence for a party to the point of falling down stairs and was not being able to feel anything. The victim said she was taken to a room in the house which was off limits to other party goers and was left alone with Bushor. Bushor began kissing the victim then had intercourse with the victim. The victim was too intoxicated to give consent. The victim found bruises on her arms from being held down by Bushor. Following an investigation, Bushor was taken into custody on 04-06-22. Bushor was given $100,000 bail. Bushor remains in the Clinton County Correctional Facility.
