News Release

Incidents:
Crash – On April 18, 2023, at 12:41pm, a truck was backing out of parking space in the 100 block of Youngs Ave and struck a vehicle that was parked along the side of the road.
Crash – On April 18, 2023, at 1:43pm, there was a rollover crash at the intersection of E. Church St and N Jay St. Unit 1 was travelling east bound on E. Church St and failed to stop for the red-light hitting Unit 2 causing it to roll over into Unit 3. Units 1 and 2 were towed from the scene.
Crash – On April 20, 2023, at 10:36am, at the intersection of E. Church St and N. Vesper St, Unit 1 failed to stop for the red light and struck Unit 2. Unit 1 was towed from the scene.
Crash – On April 24, 2023, at 8:34am, at the intersection of E. Main St and Grant St, Unit 1 was pulled from Grant St onto E. Main St and struck Unit 2. The driver of Unit 1 was transported to the hospital and the vehicle was towed from the scene.
Crash – On April 24, 2023, at 8:38am, a crash occurred in the parking lot of 124 E. Walnut St. Both vehicles were driving in the parking lot and struck each other. Both vehicles were driven from the scene.
Crash – On April 27, 2023, at 1:09pm, a crash occurred in the 300 block of E. Water St. Unit 1 was attempting to do a u-turn and hit Unit 2.
Crash – On April 27, 2023, At 4:08pm, a crash occurred at N. Jay St at Willard’s Alley. Unit 1 entered the intersection from Willard’s Alley and hit Unit 2 that was travelling on N. Jay St. Unit 1 was towed from the scene.
Hit and Run – Between 4/28/23 at 4:00pm and 4/29/23 at 10:30am, a vehicle that had been parked in the area of Center St and N. Fairview St was struck and no information was left by the driver of the striking vehicle.
Offenses Charged:
- Dominic Xavier Zawinski, 23, Lock Haven, was charged with DUI. On March 10, 2023, at 2:08am, an officer observed Zawinski driving in the intersection of E. Bald Eagle St and N. Henderson St. Once Zawinski stopped his vehicle the officer spoke with him and found Zawinski to be intoxicated.
- Craig Alan Powell, 59, Mill Hall, was charged with DUI. On March 11, 2023, at 12:17am, Powell was stopped for at E. Church St and N. Grove St for having an obscured license plate. During the course of the traffic stop, it was determined that Powell was intoxicated.
- Nicole R Barner, 49, Lock Haven, was charged with DUI. On April 1, 2023, at 2:17am, Barner was seen driving on E. Church St with an expired driver’s license. Officers stopped Barner and during the traffic stop, it was determined that Barner was intoxicated.
- Jasmine Roseann Hoffman, 22, Lock Haven, was charged with Communications with 911 Systems and Disorderly Conduct. On April 5, 2023, Hoffman made multiple 911 calls for non-emergency issues including being locked out of her residence but did not want to wait for her landlord to arrive with a key and someone talking to her landlord trying to get her evicted. Hoffman had called 911 for non-emergency issues over fifteen times since January 1, 2023. When Hoffman was told by officers that she should only be called 911 for emergencies, Hoffman became irate, screaming at officers, exposing her breasts, and standing in the roadway. Hoffman was told to stop by officers and when she refused, she was taken into custody and transported to the Clinton County Correctional Facility.
- Robert Lee Bilbay, 38, Lock Haven, was arrested for Disorderly Conduct and Harassment. On April 5, 2023, Bilbay got into a verbal altercation with his neighbor. This is the ninth incident since January 2022 involving altercations between these two neighbors.
- Shawn Alan Harter, 37, Lock Haven, was arrested for Disorderly Conduct and Harassment. On April 5, 2023, Harter got into a verbal altercation with his neighbor. This is the ninth incident since January 2022 involving altercations between these two neighbors.
- Joel Kenneth Hockenberry, 43, Lock Haven, was arrested for violating a PFA. On April 29, 2023, at 1:38pm, Hockenberry was at a residence that the PFA order had evicted him from. Hockenberry was taken into custody and transported to the Clinton County Correctional Facility.
