News Release

February 2, 2023

Incidents:

1. On 1/28/23, damage was discovered to the playground equipment at the Jack Bailey Playground on S. Summit St.

Offenses Charged:

1. Preston Shellenberger, 44, Mill Hall, was arrested for DUI. On 1/1/23, Shellenberger was stopped after crossing the double yellow line on W. Water St in Lock Haven several times. During the course of the traffic stop, Shellenberger was found to be under the influence of alcohol.
2. Donald Hill, 47, Lock Haven, was arrested for Driving while operating privilege is suspended or revoked DUI related. On 1/5/23, Hill was stopped for driving with a suspended driver’s license which was suspended DUI related.
3. Kara White, 35, Lock Haven, was cited for retail theft. On 1/21/23, White took eye liner valued at $1.86 from Dollar General.
4. Melvin Rodriguez-Feliciano, 29, Boalsburg was arrested for statutory sexual assault, child pornography, corruption of minors, and interference with the custody of children. On 1/24/23, Rodriquez-Feliciano received pornographic images of a 15 year old female via social media. He then transported the 15-year-old to his residence and had sexual contact with her.
5. John Rickert, 29, Lock Haven, was arrested for Simple Assault. On 1/28/23, Rickert pushed the victim into a wall causing a cervical sprain.
6. Stephanie Barrett, 42, Lock Haven, was charged with violation of a PFA. On 1/28/23, Barrett went to the residence of the plaintiff when she is prohibited from being at the residence.
7. Berry Coleman, 27, Lock Haven was cited for an ordinance violation. On 1/30/23, Coleman was cited for riding his bicycle on the sidewalk in the 10 block of E. Main St after having just received a warning.
