April 13, 2023
Incidents:
Hit and Run – On April 1, 2023, between 4pm and 5:45pm, a vehicle was struck in the Weis, 315 W. Bald Eagle St, parking lot causing damage to the passenger side of the caller’s vehicle.
Crash – On April 5, 2023, at 6:14pm, there was a rear end crash at the intersection of E. Church St and Jay St. Unit 1 hit the back of Unit 2 when Unit 2 inched forward, and Unit 1 did not notice that Unit 2 had stopped. Unit 1 was towed from the scene.
Hit and Run – On April 9, 2023, between 11am and 12pm, a vehicle was struck in the 100 block of Pearl St. A street sign was knocked over and there was damage to the passenger side of the caller’s vehicle.
Offenses Charged:
- Samuel Zuback Jr, 39, Lock Haven, was charged with Defiant Trespass. After being trespassed from housing property, Zuback Jr was seen at a property on Logan St between February 18, 2023, and March 8, 2023.
- Luis Luciano, 42, New Jersey, was charged with DUI, Misbranding and related offenses. On February 25, 2023, at 10:31 pm, Luciano was stopped for not having his headlight on between sunset and sunrise. During the stop Luciano was found to be under the influence of alcohol and marijuana. Luciano was also found to have his prescription in an unlabeled container.
- Jasmine Hoffman, 22, Lock Haven, was charged with possession of a controlled substance. On April 4, 2023, at 4:30pm, Hoffman was found to be in possession of a “dab pen” which contained concentrated THC.
- Thomas Craig Foster Jr, 45, Lock Haven, was arrested for possession of drug paraphernalia. On April 8, 2023, at 11:23pm, Foster Jr was taken into custody on a warrant at 840 Bellefonte Ave. He was found to have a glass smoking pipe which he admitted that he used to smoke methamphetamine.
