News Release

March 3, 2023

Incidents:

1. Crash - On February 25, 2023 at 8:15am, a crash occurred on E. Walnut St at S. Hanna St. Unit 1 was turning onto E. Walnut St from S. Hanna St, slid and struck Unit 2.
2. Crash – On February 25, 2023 at 9:29am, a crash occurred on E. Park St at E. Walnut St. Unit 1 was coming off of E. Walnut St onto E. Park St, slid and struck Unit 2. Unit 2 was towed from the scene.
3. Crash – On February 25, 2023 at 6:12pm, a crash occurred on N Vesper St near E. Water St. Unit 1 turned off of E. Water St onto N. Vesper St and struck Unit 2 which was parked. Unit 1 was towed from the scene and citations were filed.
4. Theft – An orange metal toolbox and gasoline were stolen from a property in the 500 block of W. Main St sometime in the last month.
5. Hit and Run – On February 26, 2023 at approximately 10:15am, a telephone pole and fence had been hit by an unknown vehicle causing between $1500 and $2000 worth of damage.
6. Hit and Run – Between February 27, 2023 at 7:50am and March 1, 2023 at 10:30am, a white truck was struck in the area of the YMCA on E. Water St.

Offenses Charged:

1. Garry Thomas, 61, Lock Haven, was cited with Disorderly Conduct, Harassment, and Public Drunkenness. On February 17, 2023, at approximately 1:45am, Thomas purchased a beer from the Lucky 7 and proceeded to consume the beer on the premises. He then grabbed an employee by the neck after he was told to leave.
2. Rachel Galentine, 33, Lock Haven, was cited with a Dog Law violation for the confinement and housing of dogs not part of a kennel. On February 23, 2023, Galentine’s pit bull left her property and ran after a pedestrian walking another dog in the area.
3. A 13-year-old female was arrested for theft. On February 5, 2023, the juvenile female stole an un-opened package containing a sewing kit worth $5.94 from an apartment on S. Jones St.
4. Andre Da Silva, 29, Lock Haven, was arrested for Aggravated Assault, Strangulation, and related offenses. On February 26, 2023, Da Silva got into a physical domestic with the victim where he applied direct pressure to the victims throat and neck causing her to be unable to breath.
5. THOMAS TROY III, 41, Lock Haven, was arrested for failing to register his new address with the Pennsylvania State Police as part of his sentencing as a Megan’s Law Offender.
